Zoning committee clears multiple small residential petitions, including duplexes and a two-unit conversion

The Zoning and Annexation Committee recommended forwarding three separate special-exception petitions to the full council, each aimed at increasing housing options in established neighborhoods.

Mark D'Elashritto, zoning specialist, presented Bill 70-25 for 1417 W. Indiana Ave., a special exception to permit a stacked duplex on a vacant lot. Petitioner Ken Leonard of KT Solutions said the duplex would provide affordable housing; the Board of Zoning Appeals recommended approval and the committee recorded votes in favor.

A near-identical petition, Bill 71-25 for 1409 W. Indiana Ave., was likewise presented and recommended for approval. Petitioner Kamalay Talut (KT Solutions LLC) described the intent to add more affordable housing through preapproved duplex designs.

Tim Staub presented Bill 72-25 for 1101 Elliott Street, a special exception to convert an existing single-family home into two units so the owner's child and a friend could have independent units; the applicant Ivan Lopez said no additional construction is planned. The Board of Zoning Appeals recommended approval and the committee voted to forward the matter to the full council.

All three petitions were sent to the full council with favorable recommendations and will appear on the evening agenda.
