Votes at a glance: licenses, permits, appointments and proclamations approved by Fremont County commissioners

The Fremont County Board of County Commissioners used its Nov. 10 meeting to adopt several routine administrative actions and ceremonial proclamations.

Licenses and permits: The board approved a Class A secure transportation service license for BS Transport Services LLC that allows behavioral-health transportation with limited physical restraint (three-year license ending 11/09/2028). The board separately approved a Type 1 vehicle permit for a 2020 Ford Explorer for use with that service; the vehicle permit was granted for one year beginning on the approval date (transcript SEG 1913–1925; SEG 1934–1939; SEG 1951–1956). The county attorney described Class A as permitting limited physical restraint but no chemical restraint and Type 1 vehicles as those with a safety partition between driver and passenger (transcript SEG 1913–1925).

Appointments: Amanda Ellis was reappointed to the Fremont County Fair Board for a term expiring 12/31/2028 after a motion and second; she previously served as Fair Board president (transcript SEG 1970–1995).

Proclamations and recognitions: The board proclaimed Nov. 10, 2025, as Howling Husky Pride Day to honor the Florence High School marching band for a third consecutive state class 1A championship (2023, 2024, 2025); the band director Justin Nelson spoke to the commissioners and band members were photographed after the vote (transcript SEG 552–563; SEG 614–626). The board adopted a proclamation designating Nov. 17–20, 2025 as Crash Responder Safety Week after Emergency Manager Michael Kroll explained the state initiative to highlight roadside responder safety and the state move-over and driver removal laws (transcript SEG 762–775; SEG 792–836). Finally, the board read and adopted a Veterans Day proclamation recognizing more than 5,400 veterans in Fremont County and listing county employees who are veterans; the board and veterans were photographed and a lunch was provided (transcript SEG 2007–2095; SEG 2141–2144).
