Staff told the authority the project’s total development cost is approximately $5.4 million, with construction anticipated to begin in March 2026 and complete in February 2027. The project site is a land‑bank parcel and the work plan will be submitted to the Michigan State Housing Development Authority (MSHDA) for grant review once local agreements are in place.
During discussion, board members asked whether the owner had an agreement with a property management firm experienced in income qualification for affordable housing and asked staff to confirm whether the work plan identifies a manager or other mechanism for annual income verification. Staff said they would follow up with the development team and noted the board’s broader interest in consistent application of interim housing guidelines. City staff indicated internal conversations are underway about interim guidance and that a possible revision to the guidelines may be reported back to the board.
After follow‑up answers and clarifications, the board moved, seconded and approved the work plan and related authorization; staff will work with the developer to finalize submission to MSHDA and will follow up on property management and income‑qualification details.
