The Brownfield Redevelopment Authority approved a work plan for the Powers Place redevelopment project, an infill proposal that would produce eight townhome units in the West Grand neighborhood.
Staff said total project costs are approximately $2.7 million and that the development team anticipates beginning site work in 2025, though site grading and retaining‑wall issues may delay the start. The authority agreed to permit one unit to be priced at or below 100 percent AMI to secure the full 25‑year affordability period for the project, which staff described as a limited deviation from the interim housing guidelines.
Board members discussed the need to record and document any deviations from interim policy so future board members and incoming commissioners have a clear record and so staff can be consistent across projects. Staff said they are evaluating ways to track exceptions in the city’s new project management software and will present findings to the board as interim guidance is refined.
The resolution approving the Powers Place work plan passed by voice vote; staff will advance final documents and follow up on tracking and policy documentation.
