Commission recommends rezoning small former filling‑station for carry‑out pizza at 901 N. Saint Joseph Ave.

Docket REZ‑2025‑036 came before the Area Plan Commission on Nov. 6. The applicant, LP 4 Holdings LLC, requested rezoning of 901 North Saint Joseph Avenue from M‑3 industrial to C‑4 commercial with a UDC limiting uses (the filing would prohibit use group 21).

Planning staff described the lot as having a mid‑20th‑century building that has operated as a liquor store and is now vacant. The 2035 future land use map recommends commercial uses for the site; staff noted the small lot is unlikely to meet the parking requirements without variances.

Scott Beadle of Cash Wagner & Associates said the applicant intends to operate a carry‑out pizza restaurant with no indoor seating and that the building would remain the same size. “We will be back for variances through this process,” Beadle said, noting the site review had been submitted and updated site plans would be needed for preliminary approval.

Commissioners asked whether the UDC would preclude another liquor store; staff replied the proposed UDC would prohibit use group 21 if included. No remonstrators appeared. A motion to recommend approval passed on a recorded roll call with nine votes in favor and none opposed. The recommendation will be forwarded to Evansville City Council for final action.

Because the site is small, staff and the applicant said parking variances and minor site plan revisions will be required before a business can open.
