City adopts Planned Development overlay for I‑20 corridor to guide future proposals

The Terrell City Council on Nov. 4 adopted Ordinance No. 3154, a city‑initiated Planned Development overlay covering roughly 390.07 acres north of I‑20 between FM‑148 and Rose Hill. Staff said the overlay is intended to create a consistent framework for multiple parcels where several separate developers could otherwise propose piecemeal projects.

Raylan and planning staff said the overlay keeps commercial uses along I‑20, reserves larger interior areas for residential per the thoroughfare master plan, and limits multifamily to western portions of the site closer to FM‑148. The plan includes a unified sign plan and design standards intended to give future applicants clarity about the city’s preferred layout and allowed intensities.

Some property owners who border the proposal expressed concerns about widening of local county roads and potential impacts on their rural way of life. Staff said TxDOT is progressing on access‑road work in the area and that the PD is meant to coordinate development rather than impose immediate construction.

Action taken: Ordinance No. 3154 (city‑initiated PD) was approved in open session; staff will use the PD as a starting point for future development proposals and to guide infrastructure priorities and thoroughfare improvements tied to state projects.

What’s next: Staff will coordinate with TxDOT and developers as projects and access roads advance; the PD sets expectations on signage, commercial placement and residential transitions.
