The Moore City Council on Nov. 3, 2006 adopted Resolution 12125 selecting Garver Engineering to perform the city’s ODOT bridge inspection work and approved a professional services contract with Freeze and Nichols Inc. for up to $50,000 to provide stormwater quality technical assistance.
City staff told the council that a seven-company pool was reviewed by a selection committee and that Garver Engineering, which has a local office in Moore, was the committee’s recommendation. “ODOT pays for this whole program, the inspection, but we have to give them a resolution saying how we selected and who we selected,” a city staff member said, and recommended approval. The council voted unanimously to approve Resolution 12125 and forward the selection to the Oklahoma Department of Transportation for administration and payment.
On the stormwater contract, staff described the scope as targeted technical assistance tied to the city’s DEQ-mandated stormwater program. The contract, “for an amount not to exceed $50,000,” will fund training for select city departments on disposal of grass clippings, development of a checklist for routine city-facility stormwater inspections, and assistance with homeowner-association self-reporting for detention ponds, staff said. Council members moved and seconded the contract and approved it unanimously.
Both items were presented as staff recommendations with limited council discussion. The Garver Engineering selection was described as part of the city’s participation in ODOT’s inspection program for 2026–2028; staff said ODOT will administer and pay for the inspections. The stormwater work was framed as support for compliance with Department of Environmental Quality requirements and internal training and reporting improvements.
