The resident named Michelle as a prior speaker and said Michelle had described herself as new to the area during an earlier meeting.
The resident said several council members were acquainted with Michelle through past public meetings and downtown-focused groups and that the residency question struck her as “odd.” Council members responded that council does not typically challenge members' qualifications publicly and that it is the council's responsibility to monitor whether members meet residency requirements.
“Ultimately, it's up to council to monitor themselves as far as if the members of council meet the qualifications,” one council member said. Council members noted committee structures and public meeting records are used to keep non-committee members informed about committee business rather than raising qualification questions during public comment.
No formal complaint or action regarding residency was filed at the meeting; the council's publicly stated approach was to rely on internal monitoring and formal procedures if a question is raised.
