The Augusta City Council approved an agreement on Nov. 3 with Midwest Right of Way, not to exceed $9,025, to facilitate acquisition of a triangular parcel being donated by Williams Refinery and to ensure compliance with the federal Uniform Relocation and Real Property Acquisition Policies Act.
Staff explained that although the parcel is expected to be donated, the city’s recent federal grant award triggers Uniform Act requirements for acquisitions tied to federally funded projects. Under that law, owners must be notified of their rights and may request an appraisal; if they request an appraisal and dispute value, additional negotiation procedures can follow. City staff said the title work is already complete and that Midwest Right of Way specializes in handling Uniform Act compliance and related negotiations.
Staff said the $9,025 figure is a not‑to‑exceed amount on an hourly proposal and may not be fully expended if Williams waives appraisal rights and the donation proceeds without negotiation. Council moved and approved the agreement so Midwest can notify Williams of their statutory rights and proceed as needed.
