Yvonne Cahill addressed council during public comment to ask the city to update its NAOS (Natural Area Open Space) brochure and to expand public education and maintenance efforts to reduce wildfire risk.
Cahill said the brochure on the city's website is the 2017 version and does not reflect recent invasions of non‑native vegetation that she described as creating fire hazards. "Fire season in Scottsdale is not just 4 months of the summer. It's 365 days a year," she said, and she urged the council and city manager to prioritize the brochure update and an education campaign that the fire department could deliver to homeowners adjacent to NAOS easements.
Cahill described NAOS easements as recorded deed restrictions that limit grading and construction and said homeowners are often unclear about what maintenance is permitted. She asked the city to coordinate with adjacent communities and tribal lands where wildfire risk may cross boundaries.
Council and staff acknowledged the concern; Cahill said she had discussed the item with the fire chief and planning staff and believed the brochure update was in planning but not yet released. No formal action was taken at the meeting, though council members encouraged staff follow-up.
