Public commenter urges commission to press CapMetro to rescind suspension, alleges criminal conduct by agency official

Carlos Leon used his three-minute public comment at the Nov. 3 Public Safety Commission meeting to urge action over what he described as a "fraudulent unwarranted" six-month suspension issued by a CapMetro senior director.

Leon alleged that Daryl Jamail, identified in his remarks as a CapMetro senior director of public safety and emergency management and a former APD commander, unlawfully suspended him and issued a Community Trespass Notice (CTN) affecting "all CapMetro vehicles and property." Leon said he had attempted to report his case to APD's special investigations unit and community liaison but received no response until an assistant chief intervened.

"Because CapMetro is positioning itself to run and secure the future Project Connect light rail, this cancer will spread potentially endangering many more Austinites' public safety in the years to come," Leon said, and asked the commission to "push CapMetro to rescind the fraudulent unwarranted suspension and CTN against me" and to fire and prosecute the official he named. Leon also referenced Texas Penal Code sections during his remarks.

The commission did not take formal action on the request during the meeting. Public comment items are not votes; Leon's allegations were presented as his account and requests for the commission to press CapMetro.
