Council approves special-use permit for one-chair salon at Peggy Lane

The Garland City Council approved a special-use provision (SUP) for a one-chair personal-services hair salon at 2241 Peggy Lane, Suite B, on Nov. 3.

Planning staff described the site as an existing community office building in a business-center area; the 1,200-square-foot suite B would be used for a hair salon and staff and the planning commission recommended approval for 30 years. Staff said the proposed use is compatible with the business-center designation in the comprehensive plan and that there was no parking conflict.

Applicant Darlin Chuang told the council the salon would be "small, peaceful and built with love," and said she serves clients with Down syndrome, autism and other special needs. Chuang described operating hours (Monday–Friday, 10 a.m.–6 p.m.; Saturday, 10 a.m.–5 p.m.) and said she will follow all requirements to maintain a quiet environment, with available handicap parking on site.

Deputy Mayor Pro Tem Ott moved approval and Mayor Pro Tem Luck seconded; the council approved the item 8–1, with Council Member Dunne opposed.

Clarifying details from the meeting: applicant plans a one-chair salon with one shampoo bowl and indicated attention to accommodations for clients with special needs. Plan commission and staff recommended a 30-year SUP; staff said the suite is leased by the applicant.
