Planning Commission asks staff to study changes to Downtown Parks overlay

The Planning Commission voted to initiate a process to review and potentially modify the Downtown Parks overlay and related downtown density provisions.

Commissioner Skidmore, who sponsored the item, said the overlay currently "limits development in the first 60 feet of properties that are adjacent to the squares to a 120 feet of height" and questioned whether that restriction limits desirable downtown density and redevelopment of remaining parcels adjacent to Republic Square, Brush Square and Woolridge Square. He asked staff to analyze alternatives that balance park protection with downtown development goals.

Vice Chair Haney seconded the motion to initiate the code-change process. Commissioners discussed concerns including sunlight and tree health near parks (Commissioner Barrera Ramirez noted maintenance challenges and potential solar/shade impacts) and past redevelopment difficulties attributed to the overlay (Commissioner Maxwell cited a downtown post office site and its surface parking as an example of constrained redevelopment). Joy Harden (Austin Planning) clarified that the Planning Commission is initiating the process and staff will return with analysis and proposed code language and routes through Codes and Ordinances if appropriate.

The commission voted to initiate the process; Commissioner Powell abstained to avoid an appearance of conflict of interest. The motion directs staff to research options and return with findings and proposed code amendments for further review.
