Lewistown accepts $25,111 sealed bid for corner lot; bidder pledges community-minded use

Lewistown Borough Council accepted a sealed bid of $25,111 from resident and property owner Zane Swanger for a corner lot that carries multiple addresses on Valley Street and East Third Street.

Council opened two sealed bids: Swanger's $25,111 and a $10,600 bid from Steve Watson of Watson's Optical. Swanger spoke at the meeting, saying he wants a use for the site that does not become just another dismal property and that he's open to working with the borough's code office and chamber of commerce.

Council noted a portion of demolition costs had been funded with Act 152 funds; staff said roughly 5% of that contribution will be returned to the county. The council held a roll call vote and approved the sale by majority. The recorded roll call (conducted during the meeting) was: Jim Steele — yes; Steve Knudson — yes; Lisa Knudknson — yes; Matt Moore — no; Bob Bartlett — yes; Scott Gutchell — no; (result recorded as passing by majority).

Caitlin in the code office and borough staff said zoning restrictions will apply to the lot; staff also noted commercial zoning limits billboard content to signage advertising activity on-site. Council asked staff to follow up with zoning guidance and deed recording steps.

Council did not record the intended redevelopment plan from the winning bidder beyond general remarks seeking community input. Staff said Mark (borough staff) will record the deed.
