Keizer councilors on Feb. 24 discussed whether the city should adopt a utility discount program aimed at residents aged 60 and older.
Staff explained the city currently applies the same wastewater discount criteria as the City of Salem because the systems are coterminous; the existing discount is self‑attested and tied to Salem’s policy, and Keizer does not presently run a separate program specifically for 60+ residents. Councilors said they would like staff to model the budgetary impact and program design and to return with options for potential implementation in the 2026‑27 fiscal year.
Council President Starr recommended using the coming year to design the program and prepare financial projections so the council can consider implementation in the next budget cycle. Staff agreed to prepare modeling and options for council review; no changes were adopted during the work session.
