Committee postpones OPLC rule 25‑47 after complaints that application form favors health‑care occupations

The Joint Administrative Rules Committee on Wednesday unanimously postponed OPLC rule 25‑47 after Representative McGuire said multiple licensees told her the proposed application form appears designed primarily for health‑care applicants and is user‑unfriendly for technical and non‑health professions.

Representative McGuire described complaints from surveyors, engineers and other technical licensees who said they must wade through health‑care specific fields to find the basic identification and renewal questions. Chantal Wheeler, rules administrator at the Office of Professional Licensure and Certification, acknowledged this was the first she had heard of the complaint and said she would consult the executive director and general counsel.

Wheeler told the committee she would consider reorganizing the application so universal information (name, address, license number, continuing education, payment) appears at the top, with profession‑specific questions in appendices or later sections. Committee staff confirmed the rule could be postponed to the next meeting without a waiver; Representative McGuire moved to postpone 25‑47 until next month, Representative Lynn seconded, and the motion passed on a voice vote.

The agency will return with a revised application layout for committee review.
