Council approves distribution to implement FY26 state employee pay plan

The State Finance Council voted unanimously to approve distribution of funds calculated to implement the fiscal year 2026 pay plan for selected state employees.

Adam, director of the budget, told the council the legislature appropriated $40,000,000 for the pay plan and the amount calculated as needed is about $36,200,000. "As stated, we are requesting approval of a pay plan, the distribution of the funds that we calculated for each agency," Adam said. He said the pay changes would become effective with the pay period that begins Sunday, June 8, and the pay date will be July 3.

The action moves appropriated monies from the State Finance Council to the impacted agencies and increases expenditure limitations for special revenue funds where required, Adam said. He directed members to pages 10 through 21 of the emailed packet for agency- and fund-level calculations. No council members raised questions during the discussion.

Speaker Hawkins moved approval and the roll call, conducted by Jay Anderson, recorded unanimous support. The council did not attach additional conditions to the allocation.

The council's approval completes the administrative step required to distribute the funds calculated by the budget office; agencies will implement the pay changes starting in the June 8 pay period.
