Keizer staff: climate-friendly scenario planning and TSP update moving forward; code changes likely by mid-2026

City staff told the council Dec. 9 that Keizer is participating in regional CFEC scenario planning and a planned update of the Transportation System Plan (TSP). Staff said some projects are funded through Transportation Growth Management (TGM) grants and that scenario planning work by consultants is underway, including modeling and advisory-committee meetings.

Staff described the regional approach: CFEC scenario planning will inform TSP updates and land-use code changes intended to reduce greenhouse-gas emissions from light-duty vehicles. Keizer staff noted the city had already advanced work in its River Cherry Overlay District and revitalization plan, which staff said aligns well with CFEC objectives.

On implementation, staff said council approved a no-cost IGA with a consultant to begin a code audit and that the state OARs for CFEC-driven changes require updated code language (walkable mixed-use design standards, modest increases in permitted building height and minimum densities) by mid-2026. Staff cautioned that scenario planning and code changes involve multiple workstreams (scenario planning, TSP update, code audit) and may proceed over 18–24 months.
