Majana Rogers, a trainer with the Municipal Technical Advisory Service at the University of Tennessee, led Signal Mountain’s Municipal Planning Commission through a training on Robert’s Rules of Order, state open-meetings and public-records requirements and local ethics on May 20, 2025. The commission paused regular agenda order to complete the training and then conducted routine business, approving minutes and electing officers.
Rogers framed the session as a practical overview, saying Robert’s Rules “helps guide your flow of your meetings” and noting the manual’s historical origins and periodic updates. She walked commissioners through common motions, the order of debate, amendment procedures, requirements for recording motions in minutes and the distinction between subsidiary, privileged and incidental motions. Rogers emphasized that the maker of a motion cannot speak against it and that meeting minutes must record roll call, motions and results.
The trainer also reviewed Tennessee open-meetings and public-records obligations. Rogers told commissioners that agendas must be available at least 48 hours before a meeting and must describe the matters to be discussed or voted on; she said planning commissions must reserve time for public comment at regular meetings when actionable items are on the agenda. She warned commissioners that two or more members gathering to deliberate can create an open-meeting obligation and that social-media exchanges among members discussing public business risk violating the state law. On conflicts of interest, Rogers advised disclosure in the minutes and recusal when a direct personal financial interest exists.
After the training, the commission returned to the agenda and conducted administrative business. The body approved the minutes from April 3, 2025, by voice vote. Commissioners then held elections for chair, vice chair and secretary. By voice votes the commission elected Andrew Coyle as chair, Charlie Potts as vice chair and Monique Baker as secretary. The meeting ended after a brief hearing-of-persons period and a motion to adjourn.

The commission scheduled no substantive land-use votes during the session and took no policy actions beyond administrative elections and minutes approval.
