Council awards Fire Station 2 renovation contract to Pflueger Builders; approves $200,000 contingency for temporary operations

Taylor City Council on Nov. 8, 2025, voted to award the Fire Station 2 renovation and expansion contract to Pflueger Builders and approved a $200,000 owner contingency to cover temporary operations while Station 2 is under construction.

Staff opened a five-week bid period and received 10 bids. Pflueger Builders submitted the second-low bid; staff recommended Pflueger despite its slightly higher bid because Pflueger has local presence and direct fire-station construction experience. Council discussed cost, scope and bidding details; the low bid from Greystone Construction was approximately $118,000 lower than Pflueger’s, but staff highlighted Pflueger’s fire-station references and local office as factors in the recommendation. The total project budget on the council agenda included design, construction administration, inspections and a bond contingency fund.

Chief Building Official Jacob (presenting) and Fire Chief Jacob Baum explained the project will expand apparatus bays to a drive-through configuration, add living and support space and fully renovate the station—work that staff said will improve safety for emergency operations and eliminate hazardous backing maneuvers. Staff estimated a 12-month construction timeline once the contractor mobilizes.

Chief Baum and the project team requested a $200,000 owner allowance from bond contingencies to support temporary operations—options could include temporary trailers, rented space or limited on-site operations—to maintain emergency coverage in Station 2’s service area while construction proceeds. Council approved awarding the contract to Pflueger Builders and the $200,000 allowance; council also approved a task order with HDR for construction management services in the amount of $334,600.
