The Bull Branch scope includes replacing a failing pavilion, renovating restrooms, widening a narrow sidewalk to meet ADA, new flatwork and a water fountain; staff emphasized the pavilion and restroom renovations are needed after complaints tied to the new playground and increased use. Murphy Park work covers ADA access to the tennis/pickleball courts, addressing drainage issues, new ADA parking stalls, flat work connecting to pool sidewalks and restroom upgrades to support increased usage from sports activities.
Staff received six bids; G Creek scored highest on qualifications and local park-construction experience and was recommended. Council approved awarding the $4.62 million contract plus a 5% contingency ($20,500 added as the contingency figure stated in council motion), authorizing the city manager to execute necessary documents. Staff said the projects are expected to progress through winter with the Murphy Park ADA work prioritized to meet compliance timelines.
