Public Arts Commission recommends Playa Cafe mural, approves $7,500 matching grant with final artwork review required

At its Oct. 23 meeting, the Chamblee Public Arts Commission voted unanimously to recommend approval of a mural application from Playa Cafe and to award a $7,500 grant under the commission's matching mural program.

The proposed mural, titled "We Are the World," is described in the application as an approximately 11-by-35-foot painting depicting a woman embracing the world, adorned with flowers in her hair and including the phrase "We Are the World" in a combination of classic and cursive fonts. The artist identified on the application is Michelle Key, who previously completed a Babe Walls Festival mural in Chamblee.

The applicant told the commission, "I reached out to a few other artists, and they did not get back to me in time for me to submit the application," and said the project is time-sensitive with an objective to complete before year-end. Tanisha, the public arts manager, said the property is located in a Qualified Census Tract, so the application qualifies as a no-match award under the program's rules: "This same application also came with a grant application, and they are in the Qualified Census track. So it would be a no match grant."

Commission members discussed the application process at length. City staff member Elmer laid out the recommended motion language and the review pathway: the commission would recommend the mural and the grant, staff would request artwork or sketches from the artist, the commission could review and provide feedback via email through the public arts manager, and final approval of the artwork before installation would be given by the public arts manager and the city manager. Elmer said the city manager's final review focuses on legal and technical concerns such as "incendiary language, incendiary artwork, legal issues, copyright infringement" rather than artistic style.

One commissioner asked whether the commission could require multiple artist proposals; staff responded that the current grant application does not require multiple artists and that the property owner may present an artist of their choosing or request staff assistance to identify artists. Commissioners also noted that murals must avoid signage that would function as commercial advertising.

The commission took two formal votes. First, it unanimously moved to recommend approval of the mural application with the caveat that final artwork approval would be completed by the public arts manager and city manager before installation. Elmer offered the motion and Shan seconded. The second motion, moved by Jeremy and seconded by Paulina, approved the matching mural grant for Playa Cafe for $7,500. Both motions passed unanimously.

After the votes staff confirmed they would request concept sketches from the artist and share them with the commission by email for feedback prior to the City Council agenda. Tanisha told the applicant the commission would work with the artist and that "we will be able to review that via email and provide feedback via email before it goes to city council for their approval." The applicant and artist provided sample references and preliminary concept text during the meeting.

Ending: The project now moves to the City Council for the required spending and final approvals; if council votes to deny the application the project would stop, and if council asks for revisions the application can return to the review loop for modification and resubmission.
