District staff asked the Board on Sept. 30 to approve the final closeout of the Barrow Arts & Sciences Academy Phase 2 project so the district can receive the last 10% of state capital outlay funds.
Mr. Purnow explained that when state capital outlay dollars are involved, the State Department of Education requires a certificate signed by the local board chair and superintendent stating all accounts for labor, materials and services have been paid in full and that no claims remain outstanding. Once executed and submitted, the district may receive the final 10% payment.
Staff said the financial impact of executing the certificate is $291,159.40 to be returned to Barrow County Schools. The superintendent recommended approving the final closeout and placing the required certificate on the October consent agenda.
Board members moved the item to consent during the work session; staff indicated the district will execute and submit the certificate to the state according to capital-outlay procedures.
