The Utah County Planning Commission on Oct. 21 approved a conditional use permit that allows Rigtruck Egg Farm to construct a feed-mill structure with components exceeding the county's 40-foot height limit.
Planning staff told commissioners the conditional use is limited to the height exception; the feed-mill operation itself is a permitted use in the zone. Planning staff described the tallest portion of the proposed facility'the silo/tower assembly'as reaching 158 feet, while the parts of the building intended for regular occupancy (offices and a control room) would remain below the 40-foot threshold.
The staff presentation noted the nearest property line to the tallest point would be about 200 feet, the nearest dwelling approximately one mile to the south, and that the parcel fronts on Tunnel Road, a Class B road that meets the county's access standard for occupied structures.
Mark Greenwood, with ALM Engineering, who attended for the applicant, described the Rigtruck operation as "a fairly large egg production facility" and said the proposed silo and tower components are standard for that type of feed-mill process. Greenwood said the applicant does not plan to paint the metal structure and that the mountains behind the site will reduce visual exposure from most directions.
Commissioners moved to approve Conditional Use Permit CU2025-08 subject to the findings in the staff report and conditions 1 through 4 listed in that report. The motion carrying the staff recommendations passed in a voice vote.
The approval is limited to the height exception; the feed-mill use on the property remains a permitted agricultural/industrial operation under county code. Commission discussion noted the condition that all occupied areas be kept under 40 feet, and staff confirmed proposed mitigation and setback measures the commission relied on in its decision.
The file for CU2025-08 will remain with the planning division; any construction permits or final design approvals must comply with the conditions attached to the conditional use approval and with standard building and road-access requirements.
The commission did not record a roll-call tally in the public proceedings; the item was approved by the commission as moved.
