Planning staff presented an update on Utah County's 2025 moderate-income housing implementation report at the Oct. 21 meeting and said the county received a compliance letter from the Utah Department of Workforce Services on Oct. 14 indicating the county's plan met state requirements.
Staff (Shao/"Sharlou" in the transcript) said the county adopted multiple strategies required by state code, including a strategy to promote detached accessory dwelling units (ADUs) by reducing front- and rear-setback requirements in R-5 and TR-5 zones (Ordinance 2025-623). Staff reported the county has seen an increase in ADU applications since that change and that further code work this coming year will examine parking requirements and other potential barriers to ADU construction.
Other strategies in the county's plan include pursuing rezones and ordinance updates to enable higher-density residential opportunities in appropriate locations, targeted efforts to support agricultural-worker and caretaker housing, and strengthened coordination with the Utah County Housing Authority to leverage state and federal funding. Staff also said community reinvestment-area (CRA) policy has been updated to encourage at least 10% of incremental tax financing to support moderate-income housing in CRA projects.
Commissioners and planners said the approach balances county development patterns with state reporting requirements and that staff would return with proposed ordinance amendments for review as they are drafted.
