The Borough of Kenilworth council took several procedural and legislative actions at the October 2025 meeting.
Minutes and procedural approvals
A motion to approve the minutes of Sept. 17, 2025 (and the executive session minutes of the same date) was made by Councilman Pfeiffer and seconded by Councilman Boyle. After roll call the mayor declared the motion passed.
Consent agenda
The council approved the consent agenda, consisting of resolutions 25‑13 through 25‑22, on a motion by Councilman Fenestrella, seconded by Councilman Scurries; the roll call produced affirmative votes and the mayor announced the motion passes.
Board of Health hire
The council considered resolution 25‑23, the Board of Health’s recommendation to hire a candidate for a part‑time secretary position to start Oct. 6, 2025. The motion to approve resolution 25‑23 was made by Councilman Piper, seconded by Councilman Scurries; roll call votes were affirmative and the motion passed.
Ordinance introduction and tabling
Ordinance 2025‑13, which repeals and amends Chapter 37, Article 2, Section 3079 A and B of the Borough Code to align with practices recommended by the New Jersey Municipal Excess Liability and Joint Insurance Funds, was opened for public comment; no public comments were offered and the council moved to introduce the ordinance. A roll-call vote to introduce ordinance 2025‑13 passed.
Separately, ordinance 2025‑07 was tabled after the council entered executive session; the council took a roll-call vote to table the ordinance and the motion passed.
