The Grapevine City Council approved Ordinance 2025-1 to adopt updated youth program standards of care for the Parks and Recreation Department’s day camps. The standards apply to city-run day-camp programs for children ages 5 through 13 and apply to partner providers the city uses to operate those programs.
Chris, speaking for the Parks and Recreation Department, told the council that the standards are required to be reviewed annually and that the city and its partners meet or exceed the listed requirements. Staff said there were no major changes to the document that council approved in January 2024 and noted this is the tenth consecutive year the standards have come before the council for approval.
The council opened the public hearing, invited comments, and recorded no speakers; a council member moved to close the hearing. A separate motion then approved the ordinance; the motion passed on a voice vote with no roll call recorded in the public transcript. Staff said a copy of the updated standards will be filed and provided to patrons upon registration for day-camp programs.
The standards as described apply specifically to day camps the Parks and Recreation Department manages and to partner locations identified by staff. Staff also emphasized counselor training programs intended to meet the standards’ criteria.
