The Bozeman Study Commission on Feb. 6, 2025, voted to excuse Commissioner Becky Franks from the meeting and approved the meeting’s consent agenda, the commission chair said.
The action to excuse Franks, who the commission was told is out of state for February, passed by voice vote with a 4-0 tally after a member moved the motion and another seconded. The commission then approved the consent agenda by unanimous voice vote; items included approval of the Jan. 22, 2025 minutes and authorization of payments from the commission budget.
Members discussed the format of minutes and packet attachments. Commission staff told members the minutes do not embed the underlying documents; instead the agenda as created becomes the minutes document and attachments remain in the meeting packet or the digital binder. One commissioner noted that a budget spreadsheet appears in a different section of the packet (the claims review) and asked how the approved budget would be found later; staff explained the packet contains the working spreadsheet and the claims section shows running balances as claims post.
Several commissioners also raised that a couple of articles previously agreed to be removed from the packet still appeared in the digital binder. Staff said the digital binder and agenda-generation software carry attachments as they were submitted and that the commission can refine how attachments are presented on future agendas.
The meeting record shows the motions passed without recorded roll-call votes; commissioners used voice votes and the chair announced the outcomes. Public comment on the consent agenda was not offered.
