Missoula County commissioners voted to approve submitting an application to the City of Missoula to rezone three county-owned parcels in the Development Park and to proceed with selling selected park parcels.
The application, presented by county staff member Flana McLarty, covers park parcels identified as Park 4, Park 6 and Park 8. "Parks or greenways are not required to be part of industrial subdivisions," McLarty said, explaining that maintenance covenants created when the subdivision was approved have lapsed and the property owners association no longer maintains the parcels. She said the area was annexed to the city in 2018 and that the county notified property owners in 2023 and held a ballot on selling the parcels; property owners voted in favor of the sale and of transferring stormwater parcels to the City of Missoula.
The county listed the three park parcels for sale in 2024; McLarty said Park 6 was the only parcel to receive an acceptable offer, but that offer was contingent on rezoning. The county previously approved rezoning for the contingent buyer in June 2024 and retained Imet Consultants in August 2024 to oversee the rezoning of the three park parcels. McLarty said the proposed zoning would align the parcels with adjacent industrial uses and that the change is consistent with the Missoula 2045 land use plan. She also said the city rezone fee is $7,892 and that the fee will be paid from sale proceeds.
Commissioners moved and seconded the motion to approve submitting the application and to continue the sale process; the motion passed when the board said, "All in favor? Aye." The application will next proceed through the City of Missoula's pre-application and public hearing process for rezones.
Details recorded at the meeting indicate the parcels were created in the early 2000s, the area was annexed in 2018, and the county initiated a notice and ballot in 2023. The county retained outside consultant help in 2024 to support the rezoning process.
