Commissioners OK subrecipient grants for Spencer, NewView and foster-care services; approve sole-source asphalt additive

The Oklahoma County Board approved three subrecipient agreements and a sole-source procurement renewal during its meeting.

The board approved a $230,000 subrecipient agreement with the city of Spencer for construction of a Spencer library, an $80,000 subrecipient agreement with NewView for comprehensive rehabilitation workforce training, and a $25,000 agreement with Fostering Sweet Dreams for foster-care services. Each item was moved, seconded and approved by voice vote.

Separately, county purchasing staff asked the board to renew a sole-source approval for a Kevlar-style additive used inside asphalt (identified by staff as sold by Vans Brothers and Haskell). Staff reported a market search found no other providers capable of supplying the product and said the one-year sole-source authorization was already included in a future highway bid; commissioners approved a temporary sole-source renewal so some District 3 projects could use the material before it is included in the regular bid process.

Board discussion noted the clerk's core project bids came in under estimates, leaving funds beyond the 10% contingency set aside in statute; staff said a $400,000 reduction in the clerk's need allowed a transfer to the DA transition to ICB without affecting the clerk's funded scope. Commissioners approved the related budget motion on the consent calendar.
