Council members debate whether county can fund paving on Second Street

Council members and residents debated who is responsible for paving and repairs on Second Street and other roads with Talking Rock addresses, with differing interpretations about whether the county can use its tax dollars to pay for work inside an incorporated municipality.

A council member who had called the county recounted the exchange: "Chris says he didn't tell you that ... he can't it it is illegal for him to do that. You cannot take tax dollars from 1 incorporated government entity and put it into another." The discussion covered how mailing addresses are assigned by the post office and do not determine which government receives tax revenue; one resident observed that properties with a Talking Rock mailing address may actually pay taxes to Jasper or Pickens County.

Council members asked residents to document the exact damaged road locations so staff can present a map to the county and request clarity on responsibility. No formal motion or vote occurred on paving, and the council did not commit town funds for paving at the meeting.
