The Apple Valley City Council on May 8 adopted a resolution certifying delinquent utility charges in special assessment roll number 697, totaling $147,311.26 across 323 unpaid accounts as of April 28, 2025. Account holders will have an additional 30 days to pay before any remaining unpaid amounts are certified to the county for collection.
Joel (finance staff) told the council the spring certification process began with mailed notices to delinquent water and sewer account holders; 581 letters were mailed and account holders were given a March 19 deadline to avoid certification. "Following the March 19 deadline, a certification list was compiled and presented to the council on April 10... the account holders will have an additional 30 days to make the full payment before any unpaid amounts are certified to the county on June 13," Joel said. He said no written objections to certification had been received and that an affidavit of publication is on file.
Joel summarized the account activity: the initial certification list had $163,625.43 across 394 accounts; payments received by April 28 reduced the balance to $147,311.26 across 345 accounts; additional payments since April 28 brought the unpaid count to 323 accounts. Staff estimated 25 to 50 additional prepayments before the city submits the final list to the county auditor by June 30, as required under Minnesota state statutes.
The council opened a public hearing on the certification; no members of the public spoke. Council member Graendle moved adoption of the resolution and Council member Melander seconded; the council adopted the resolution by voice vote.
Staff noted that amounts certified to property taxes become payable with subsequent years' property taxes if they remain unpaid after certification.
