Board discusses student board member appointment and state cellphone policy implementation

Board members at the June 3 meeting described work by the policy committee to implement two recently mandated items: a student board of education member policy and a new state-level cellphone policy.

The policy committee reported two student applications were received; staff indicated one applicant was the more promising candidate and the district plans to introduce that student at the reorganizational meeting so board members can meet them. Committee members said they are developing an orientation or course for a student board member similar to trainings board members have taken.

On cellphone policy, staff and board members said the state budget included a new requirement to adopt a “bell-to-bell” cellphone restriction; the law requires policy adoption by August 1 with implementation timelines into the school year (the transcript referenced implementation by September). District staff said they would consult broadly with stakeholders—student advisory groups, union presidents, administrators and educators—before presenting a final policy to the board. Staff noted permitted instructional uses, medical-exception provisions and accommodations for IEP/504 and ELL students, and that the law prohibits out‑of‑school suspension as a consequence for cellphone violations.

Discussion vs. action: The board discussed policy content and stakeholder engagement; no formal policy was adopted at the meeting. Staff reported plans to present a finalized policy at a future board meeting and to have the selected student attend the reorganizational meeting.
