Council approves several easement vacations and a Kachina Cliffs development agreement

The St. George City Council unanimously approved three ordinances to vacate municipal utility easements and approved a development agreement related to Lot 24 in Kachina Cliffs.

Ordinance 2025-037 vacated a municipal utility easement between Lots 312 and 313 of Webb Acres Phase 3 to allow the two lots to be merged. Ordinance 2025-038 vacated a portion of a municipal utility easement east of a power substation south of the Devario development. Ordinance 2025-039 vacated a utility easement west of Gap Canyon Parkway on Parcel SG 6234243; staff explained the easements were rendered unnecessary when power lines were relocated.

Separately, the council approved a development agreement for Kachina Cliffs allowing a property owner to exchange disturbed area on Lot 24 for an encumbered portion of Lot 38 they own, then amend plats to reflect the undisturbable area and permit completion of a partially constructed pool and retaining wall. Staff said the pool excavation and partial retaining wall had begun before the issue was noticed; the development agreement requires plat amendments and includes a requirement to stain the retaining wall to better blend with surrounding colors.

All votes on these items were unanimous. Council opened public hearings on the easements and recorded no public comment for those items before voting.
