Council approves consultant supplement for Ninth Street/19th Street corridor design; base scope prioritized

Project engineer Harry Sharma presented a request to amend the project budget and authorize a Transportation Improvement Board (TIB) consultant supplemental agreement with Petit Inc. to provide additional design services for City Project No. 2407 — the Nineteenth Street corridor improvements.

Sharma said the project originated from a Highway Safety Improvement Program grant and later TIB funding; design work reached 60% before the team identified additional right-of-way needs, electrical upgrades for signals and illumination, curve-radius and ramp modifications, and sidewalk work at the southeast corner of Ninth and North Mission streets. Sharma presented a base-bid scope the city considers necessary to make the corridor functional and a larger alternate scope that staff would pursue after seeking additional funds.

Staff presented numbers for the base bid ($280,000) and an alternate bid ($2,205,200) and said engineering and right-of-way valuation and acquisition services total approximately $171,003.69, of which around $101,722 was allocated for right-of-way valuation and acquisition. Sharma said the base bid items are essential for proper functioning and the alternates could wait until additional funding is secured.

Council Member Hornby moved and Council Member Harold seconded the motion to amend the project budget and authorize the city administrator to sign the TIB consultant supplemental agreement with Petit Inc. Council approved the motion.
