Council adopts resolution to extend Water District No. 1 boundaries to include Spring Hill service territory

The Spring Hill city council on May 22 adopted resolution 2025‑R‑13, formally approving the extension of Water District No. 1 of Johnson County’s boundaries to include the city’s water distribution service territory.

City staff described the vote as a housekeeping measure to record the action the council approved at a prior meeting. The resolution will be published in Wyandotte, Johnson and Miami counties, and state law establishes a protest period; if no valid protests are filed, the district extension will proceed.

Staff said the utility ownership and billing transition is not immediate: "Your bills, who your bill is coming from will not change anytime soon," a staff member said, and the city will notify customers when the changeover is scheduled. Staff estimated the earliest operational change could be in the fall but said 2026 was more realistic for the full transition.

The motion to adopt resolution 2025‑R‑13 passed 3–0–0.
