The Ozark City Planning and Zoning Commission voted to recommend approval of annexation petition 25‑0002, a 20‑acre tract along NN Highway across from North Elementary and Ozark Middle School, after a staff presentation and several public-comments expressing concern about traffic, school impacts and neighborhood change.
“Their problems are gonna be multiplied, geometrically,” said Mike Garton, who spoke during public comment on behalf of his elderly parents. He said his parents have lived adjacent to the site for decades and worry about access and safety with increased development near their home. Pat Gartland, another neighbor, told the commission the area already faces traffic congestion when local institutions release and said adding multifamily housing would increase school and road demands.
City planning staff presented the annexation as a petition to bring the 20 acres into city limits; staff said the property is contiguous to the existing city boundary, is within 300 feet of city utilities, lies within the county’s Tier‑1 urban service area and is supported by the city’s comprehensive plan for a mix of commercial and residential uses. Staff said there are no significant geographic constraints on the parcel and that public notices and certified mailings were completed.
The staff report noted the applicant intends to file a rezoning application, likely to a general mixed‑use designation, at the next meeting. The planning department said MoDOT will likely limit access to a single driveway and that the property will require extension of water, sewer and road networks when developed.
Commissioners discussed procedural questions about whether annexation automatically converts county zoning to a city zoning classification; staff replied the existing county zoning would persist until the city takes formal zoning action, though the developer plans to present a rezoning case soon. Commissioners also noted the choice to annex puts the property under city oversight rather than leaving development to county rules.
The commission approved a motion to recommend annexation 25‑0002, with a roll call yielding a majority of ayes. No zoning decision was made; any rezoning or subdivision proposals will return to the commission for review.
