Franklin City Council moved into a closed session to interview prospective candidates for two school‑board vacancies and later reconvened to set a public process for appointments.
Councilman Brezard moved that the council convene a closed meeting “pursuant to Virginia Code section 2.2‑3711(a)(1) for the purpose of discussion, consideration, or interviews of prospective candidates for appointment to Franklin City School Board.” The motion was seconded and the council voted in the affirmative to enter closed session.
After the interviews, the council reconvened in open session and read the required certification under Virginia Code section 2.2‑3712 that only properly exempted matters were discussed. Councilmembers who took part in the certification each stated “I certify.”
City staff stated the next step for filling the Ward 2 and Ward 5 vacancies is to advertise a public hearing: the advertisement must run and a 10‑day notice period must expire before nominations and a public hearing occur. Council asked the city manager to return with the advertisement timing options and to schedule the public hearing after the statutory notice period.
No appointment or vote to fill either vacancy occurred that night; councilmembers emphasized that public notice and a hearing are required before any appointment.
