Planning Department staff and the applicant (the City) asked the Planning Commission on June 4 to reapprove a preliminary subdivision plat to consolidate seven lots the city owns into a single parcel for a new city park on South Oak Street.
Planning Department staff Henry Zhang briefed commissioners that the city purchased the Fellows property in July 2019 and that the commission previously granted preliminary subdivision approval in December 2023 but that approval lapsed after six months. "Usually, the preliminary plan of subdivision has a life of 6 months," Zhang said; the new submission seeks to reestablish the preliminary plat so the city can move later to final plat and site-plan steps.
Cameron Gowers of staff summarized the review and said the consolidation conforms to Chapter 38 requirements. "This is an application for a subdivision to consolidate 7 lots purchased and owned by the city to create a new city park," Gowers said. The seven lots are zoned R‑1A (low-density residential) and the comprehensive plan’s parks chapter and future land-use map show the site as parks and open space.
Staff noted Development Review Committee comments issued May 1 identifying items that will be addressed in a future site-plan submission. Staff asked for commissioner guidance and said it expects to bring a final plat back for consideration on June 18.
Commissioners discussed whether consolidation was strictly necessary for city-owned land and staff replied the subdivision procedures are required by code and are the same process used for private development, but commissioners said they appreciated the clarification. No formal vote on the preliminary plat was recorded at the June 4 meeting; staff requested recommendations and planned to present a final plat on the next meeting agenda.
