The Law Enforcement Citizen Review Board in Salina, Kansas, heard a staff presentation June 4, 2025, on 2024 use-of-force and bias-complaint data and was told there have been no bias-based complaints so far in 2025.
A Salina Police Department staff member told the board that the department responded to more than 38,000 calls for service in 2024 and recorded over 1,500 custodial arrests. The staff member said the department completed 185 use-of-force reports in 2024; 68 of those incidents involved officers being the victims of battery. Compared with 2023, the staff member reported calls for service decreased about 4 percent, custodial arrests decreased about 14 percent and use-of-force reports decreased about 25 percent.
The staff presentation listed the most common types of force used in 2024 as the body-wrap (also discussed later in the meeting), weaponless control techniques, TASER displays and TASER discharges, and weapons displays. The presenter said the department will provide a final version of the annual report to the board once it is completed and has been reviewed.
Board members asked clarifying questions about monthly trends and seasonal spikes; a staff responder said the department’s data show increases in activity during warmer months. The staff member also pointed the board to a multi-year chart that shows use-of-force comparisons from 2022 through the portion of 2025 covered to date.
No formal board action was taken on the report. The staff indicated the completed annual report will be distributed to board members as soon as it is finalized and reviewed.
The meeting also included a demonstration of the RAP restraint system under new business and other administrative items.
