HANNIBAL, Mo. '1 June 3, 2025 '1 The Hannibal City Council voted June 3 to authorize a $23,000 engineering services agreement to begin design and bidding for repairs to a failing bin wall on Grand Avenue.
City staff described the bin wall, located near the grocery store on Grand Avenue, as a structure that has been failing since the 1980s and that earlier repair bids had not been approved. Andy Dorian said the city worked with engineers to survey the area, verified city ownership of the needed property and recommended proceeding with design. "We can't kick this can down the road any longer," Dorian said.
The council adopted Resolution No. 25-55-25, authorizing the mayor to execute a $23,000 agreement with Clinger and Associates for the design and bidding portions of the Grand Avenue bin wall repair project. The clerk called the roll for adoption and the resolution passed by recorded vote. The resolution text names Clinger and Associates as the engineering firm and design/bid scope was specified in the resolution record presented to the council.
Staff said the agreement will provide the detailed engineering plans needed to solicit construction bids; no construction contract was approved at the meeting. The resolution initiates the design phase and clears the way for future bidding and construction decisions.
