Council approves multiple zoning code amendments; moratorium on new gas stations remains limited and may be extended

The Marion City Council approved a package of zoning amendments on June 5 that update definitions, district uses and bulk regulations, architectural design standards, parking and loading, landscaping and screening standards, and certain specific use standards in Chapter 3.40 of the Marion Code of Ordinances.

Council also approved Ordinance No. 25‑14 on final consideration to zone property at 10004 North Tenth Street from undesignated to RR‑1 (rural residential).

During discussion, council members asked about the timeline for follow-up on the gas station moratorium. Staff and council clarified that the moratorium’s scope applies only to gas stations and that, following the ordinance reading at the next meeting, staff will bring a resolution to extend the moratorium while the Planning and Zoning Commission and staff, assisted by a consultant, develop recommendations. Staff estimated that the additional work should take one to two meetings and that council could expect a resolution at the next council meeting to extend the moratorium temporarily while final recommendations are prepared.

Planning staff said the moratorium would remain targeted to the Tower Terrace corridor for gas station proposals; other zoning amendments in the package were approved and incorporated into the code as presented. The Planning and Zoning Commission and staff will continue work on gas station-specific issues and return recommendations to council for action.

All ordinance amendments on the zoning package were approved by voice vote during the meeting.
