The Covington City Council on June 3 approved Resolution 2025-15 authorizing the mayor to execute a cooperative endeavor agreement with the State of Louisiana Department of Transportation and Development to modify State Highway US 190 B and Louisiana 21. The project is funded by a $3,200,000 capital outlay allocation through the state; the city will provide a local match equal to 25% of the total project cost.
"I'm happy to say that the City of Covington has secured funding through the state of Louisiana. It's the capital outlay program in the amount of $3,200,000 for the modification," Mayor Johnson said while introducing the resolution. "The City of Covington will provide a local match in the amount of 25% of the total project cost. A cooperative endeavor agreement between the state of Louisiana through DOTD and the city of Covington is required in order to authorize the project to proceed."
There was no public comment reported on the item, and the council voted by roll call to accept the resolution. The motion passed with affirmative votes recorded from the council members present.
The cooperative endeavor agreement authorizes the city and DOTD to proceed with project planning and modification work on the two highways. Council members did not specify a construction timeline, design details, or the exact dollar amount of the city's match in the meeting beyond the 25% percentage; those details will be set out in the agreement and subsequent project documents.
The resolution was recorded on the agenda as Resolution number 2025-15 and requires a formal agreement between DOTD and the city to proceed.
The council recorded a unanimous vote in favor during roll call.
