County grants temporary license to North American Flight Services for new FBO access pending amended lease

The Saratoga County Airport Committee approved a temporary license agreement allowing North American Flight Services to use the new FBO suite, pilot lounge and hangar storage while the county and the company negotiate amended lease terms.

Mr. Cook said the county has received temporary certificates of occupancy for both the hangar and the terminal and the facilities are essentially ready for use, although punch‑list items remain. "We have received our temporary certificate of occupancy for both the hangar and the terminal. So we are essentially ready for use," he said.

The license would permit North American Flight Services access to the FBO suite in the terminal, the pilot lounge on the second floor and hangar space for aircraft storage while county staff works with the company on amended lease terms to be brought back to the committee (the transcript records the language "brought before the court"). Committee members discussed an anticipated target end date for the license around August to give staff time to finalize lease negotiations; one member said they would not want the license to run much farther than that.

The motion to approve the license was taken and carried; committee members asked staff to keep the committee updated and to return amended lease terms for committee consideration within the coming month.

The license is temporary and intended to bridge operations during terminal opening and near-term events, including a noted upcoming racing event referenced in the meeting.
