The committee approved a resolution appointing Colonel Scott D. Golden to the full-time position of Director of Emergency Management, effective June 16, 2025.
Mallory (county staff) presented Golden’s background, saying he is a long-time Allegany County resident with a bachelor’s degree from Houghton University and a master’s degree from American Military University in emergency management. The presentation said Golden has 28 years in the New York Army National Guard, served in medical roles including as an enlisted combat medic and most recently as deputy joint surgeon, and led aspects of New York State vaccine distribution efforts during the COVID-19 pandemic.
Committee members asked about onboarding and stakeholder introductions. County staff described a two-week onboarding schedule that includes meetings with department heads and stakeholders (public works, health, treasurer, IT and the sheriff) and sessions to review local law and policies. Members said it is important for the new director to meet fellow department heads and stakeholders as part of a structured transition.
The motion to appoint Golden carried by voice vote; committee staff said the administrator’s office would coordinate the onboarding meetings and report progress to the committee.
