Committee Fails to Confirm Village Designee to Solid Waste Board; Questions Raised About Midterm Replacement

The Portage County Executive & Operations Committee considered a motion to appoint a village-nominated representative, identified in the packet as Veil, to the Solid Waste Management Board but the motion failed after members questioned replacing the current representative before the term expires on April 20, 2026.

Committee members said the village president or designee is the village's authority to name that position under the county process. A committee member described the nomination as “the village’s designee” and said, “we’re following a pro forma process because that's in our ordinance.”

Members pressed for clarity about why the village now wanted a trustee rather than the current appointee, who still holds the seat through April 2026. Several speakers said Village President Gary Wolf asked that a village trustee serve as the county board’s village representative; trustees Al Higa and another trustee discussed availability and prior service. Sarah Lucchini was identified in the discussion as previously serving on a village parks commission and having been recommended earlier for the seat.

Corporation counsel advised the committee on process but committee members noted limits on their ability to debate the village’s choice during the meeting. One member called for further legal follow-up to clarify whether the midterm change raised any procedural issues.

No formal vote tally naming each member was recorded in the discussion; the meeting record states the motion failed. Committee members indicated the vacancy and the village’s nomination would be taken up again in a future meeting.

The matter was framed as chiefly procedural: who has authority to name the village representative and whether the committee should accept a replacement when the current appointee’s term has months remaining.
