Planning commission asks staff to draft code language to enable annual work-plan requests to council

The Sequim Planning Commission discussed proposed additions to Sequim Municipal Code section 2.36 that would give the commission a formal avenue to bring issues to the city council for consideration. The City Council earlier had expressed interest in ensuring boards and commissions can bring forward topics while preserving staff and financial guardrails.

Christina, a Planning Department staff member, reviewed two draft options and recounted staff and mayoral concerns about allowing boards and commissions to bring items forward without limits. Christina said staff and council sought a balance that would let commissions raise issues while allowing staff to evaluate budget and staffing impacts.

Commissioners favored a simple, clear approach that sets an annual deadline for a work plan to be provided to city council in time for budget consideration. Several commissioners suggested holding a work-plan meeting in July each year and asked staff to draft a short code provision that captures that schedule; commissioners said simpler language was preferable to the two more prescriptive draft options that had been prepared.

A motion to authorize staff to prepare and circulate draft code language passed by voice vote with no opposed votes recorded. The motion directed Christina to circulate the proposed language to commissioners for comment and then transmit the revised language to City Council for consideration.
