The Parker Planning Commission on June 12 recommended that the Parker Town Council approve annexation of the Parker Professional Park property and rezone the site to Mixed Use Community (MC).
The recommendation, which passed unanimously after commissioner discussion, applies to a roughly 2.34‑acre enclave on the west side of Parker Road south of Lincoln Avenue that currently sits in unincorporated Douglas County and contains five commercial buildings. Commissioner Eliana moved to recommend approval; Commissioner Eric Rieger seconded the motion and all members present voted in favor.
Staff said the town is pursuing an involuntary annexation of the enclave under the Municipal Annexation Act of 1965 and has run the rezoning request concurrently with the annexation. “All 9 criteria are satisfied,” a staff member, Stacy, told the commission, referring to the approval standards in the town’s land development ordinance.
Why it matters: annexation would shift regulatory jurisdiction for the parcels from Douglas County to the town of Parker and could change local sales‑tax collection and addressing, staff said when describing outreach to property and business owners. The parcels are inside the town’s planning area and are surrounded by Parker, staff said, and the requested MC zoning matches zoning on adjacent properties and the Parker 2035 master plan’s general land use map.
Key facts and commission discussion:
- Site and buildings: Staff described the subject property as approximately 2.34 acres made up originally of four parcels with five commercial buildings and operating businesses. Staff later confirmed a county replat was recorded, leaving five parcels; that change does not alter the proposal before the commission.
- Enclave and history: Staff said the property has been an enclave within town boundaries for more than three years and that town staff began pursuing annexation after prior outreach to property and business owners did not result in a voluntary annexation.
- Review and services: Staff reported that utility providers have confirmed capacity and availability to serve the site and that the proposal is consistent with the town’s Parker Road corridor designation, which encourages commercial uses such as retail, restaurants and lodging.
- Outreach and comments: Staff said the community development department sent letters and emails and responded to calls and voicemails from owners and businesses; the public hearing produced no public comments.
The planning commission’s recommendation is advisory; the annexation and zoning request will be considered next by the Parker Town Council at a future meeting, staff said.
Commissioners recorded on the motion were Commissioner Eliana (mover), Commissioner Eric Rieger (seconder), Commissioner Alianna Burke (voted aye), Commissioner Brett Tuler (voted yes), Commissioner Jane Lane (voted aye), and Acting Vice Chair Ruth Ann (voted aye). No members of the public spoke on the item during the meeting.
