Board reads BSR‑4 and votes to retain policy defining superintendent’s delegated authority

Bismarck — The Bismarck School Board conducted the public reading of BSR‑4, “Authorization/authority of the superintendent,” on May 29 and later voted to retain the policy and find the district in compliance with it.

Vice President Josh Hager read the policy aloud, including language that "as long as the superintendent uses reasonable interpretation of the board's results and operational expectations policy, the superintendent is authorized to establish additional district policies or regulations, make any decisions, establish any practices and develop any activities the superintendent deems appropriate to achieve the board's result policies." Hager concluded the reading by saying, "That concludes the reading of BSR 4 authority of the superintendent."

Board member Ms. Peterson commented that the policy provides coherent governance and thanked Dr. Fosnott for communication about decisions. Mr. Lee described the policy as a backbone of coherent governance and seconded the motion to retain BSR‑4.

The board recorded a roll‑call vote, with all present members voting yes, to retain BSR‑4 and find the district in compliance with the policy.
