Council awards $779,748.90 contract to line 18‑inch sewer running under Jamaica roundabout

The Cottage Grove City Council approved a $779,748.90 contract to Hydro Clean LLC to line an aging 18‑inch concrete sewer that runs from Inwood Avenue/East Point Douglas Road through a commercial area and beneath the Jamaica roundabout.

Public Works Director Ryan Burfein described the pipe as original to the city’s sewer system and a priority for rehabilitation. Burfein explained the project installs a new pipe inside the existing concrete pipe and that most costs relate to bypass pumping. To avoid closing the Jamaica roundabout, the city plans to directional‑drill a temporary carrier pipe under the roundabout; other sections of bypass will remain above ground in drive-over ramps that allow temporary traffic to cross the pipe.

Burfein said property owners were notified and the driveway access between Merchants Bank and a Subway will be closed for roughly three weeks during construction, likely in late August into the fall. He said two other access routes remain for that commercial area and staff have legal right to close the driveway for the necessary work. The council was told the bids came in at or just under the engineer’s estimate and that the selected bidder was Hydro Clean LLC.

Council Member Garza moved to adopt Resolution 2025-589 awarding the 2025 sewer lining project to Hydro Clean LLC for $779,748.90; Council Member Thidi seconded. The motion carried on a voice vote.

Burfein said the project is primarily underground and should have limited aboveground impacts aside from the short-term driveway closure and visible bypass piping during construction.
